President Joe Biden’s journey on LGBT+ rights, from supporting restrictions to becoming the first top Democrat to come out in support of gay marriage, has been praised by a top US diplomat as a “very American story” and a “beautiful thing”. Mr Biden joined the chorus of outrage after the passing of Uganda’s draconian anti-gay law, calling for its immediate repeal and threatening sanctions if no action is taken. “The enactment of Uganda’s Anti-Homosexuality Act is a tragic violation of universal human rights—one that is not worthy of the Ugandan people, and one that jeopardizes the prospects of critical economic growth for the entire country,” he said in a statement on Monday. “I join with people around the world — including many in Uganda — in calling for its immediate repeal. No one should have to live in constant fear for their life or being subjected to violence and discrimination. It is wrong.” The bill was signed into law on Monday by Ugandan President Yoweri Museveni. The law includes the death penalty for what’s referred to as “aggravated homosexuality” – meaning those having sex while being HIV positive, those having sex with minors or others considered to be vulnerable. Under the law, an individual found guilty of “attempted aggravated homosexuality” can be sent to prison for 14 years. Mr Museveni sent the law back to the national assembly in April, requesting amendments to clarify the difference between identifying as LGBT+ and taking part in homosexual acts. That prompted pushback from some legislators, who appeared concerned that Mr Museveni would veto the bill as he faced a pressure campaign to do so from abroad. The amended version of the bill was passed early last month. Under a law from the colonial era, homosexuality was already illegal in the East African country as being “against the order of nature”, and with a possible punishment of life behind bars. Mr Biden said that since the new law was introduced, “reports of violence and discrimination targeting Ugandans who are or are perceived to be LGBTQI+ are on the rise. Innocent Ugandans now fear going to hospitals, clinics, or other establishments to receive life-saving medical care lest they be targeted by hateful reprisals”. “Some have been evicted from their homes or fired from their jobs. And the prospect of graver threats — including lengthy prison sentences, violence, abuse — threatens any number of Ugandans who want nothing more than to live their lives in safety and freedom,” he added. “This shameful Act is the latest development in an alarming trend of human rights abuses and corruption in Uganda. The dangers posed by this democratic backsliding are a threat to everyone residing in Uganda, including US government personnel, the staff of our implementing partners, tourists, members of the business community, and others.” Mr Biden said he has asked the National Security Council to review what effect the new law will have on the US relationship with Uganda, including the ability of the US to “safely deliver services under the US President’s Emergency Plan for AIDS Relief (PEPFAR) and other forms of assistance and investments”. The president said his administration is looking at possible sanctions and restricting entry into the US for anyone “involved in serious human rights abuses or corruption”. Mr Biden noted in his statement that “In total, the US government invests nearly $1bn annually in Uganda’s people, business, institutions, and military to advance our common agenda”. As vice president, Mr Biden forced the hand of the Obama administration when he went off-message during a May 2012 TV interview, becoming the highest-ranking Democrat to publicly support gay marriage. Mr Biden’s evolution on gay rights was a long time in the making. As a senator, he voted for the Defense of Marriage Act in 1996, which blocked the federal recognition of same-sex marriages. Earlier in the 1990s, he voted to remove federal funding for schools that taught acceptance of homosexuality. In 1973, he was captured wondering aloud if gay people may be security risks while serving in government or military roles. In an interview with The Independent, the State Department’s Chief of Protocol Rufus Gifford said that the president’s journey on gay rights is a “very American story”. “I think about my own evolution on equality, I think about my parents’ evolution on equality. And it’s a beautiful thing,” the 48-year-old said. The former US ambassador to Denmark describes his current role as “the first handshake and the American welcome for leaders” from around the globe. Mr Gifford advises the president and vice president on diplomatic protocol - and he travels with Mr Biden on all official international trips. Mr Gifford added that the president “opened his heart and mind to new ideas. And isn’t that all we want from our leaders?” “I mean, sure, let’s debate the evolution to a certain extent. But let’s lean into the fact that this evolution is real, it’s meaningful, and it’s actually impacting our lives,” he said. Pennsylvania police have shuttered local schools “out of abundance of caution” as the search for escaped murderer Danelo Cavalcante enters its sixth day. In a memo sent to parents, the Kennett Consolidated School District in Chester County said that schools across the district would be closed on Tuesday as the “search situation” to find the convicted killer has now changed. “We were informed early this morning by law enforcement that the search situation has evolved and out of an abundance of caution, schools and offices will be closed today,” Superintendent Dr Dusty Blakey said in the letter. “We understand that situations like these can be unsettling. The safety and security of our KCSD community remains our top priority. We are committed to taking all necessary precautions and measures to ensure the safety of our students and staff.” The Spt urged the community to stay informed about the situation which continues to rapidly evolve. In a press conference on Tuesday morning, officials said that Cavalcante had been caught on a trail camera on Monday night managing to escape the two-mile radius which had been surrounded by law enforcement. The escaped murderer was captured on the trail camera at Longwood Gardens in East Marlborough Township, Chester County, at 8.21pm travelling one direction. He was then spotted coming past the camera again at 9.33pm local time. As a result, police have now shifted and expanded the police parimeter and shuttered nearby schools. The images show that Cavalcante has obtained a backpack and a hooded sweatshirt during his escape. Members of the public were urged to secure their homes, outbuildings and vehicles and to contact police if they spot the killer. The latest sighting comes hours after authorities broadcast a message from the killer’s mother into the wooded area where was believed to be holed up. Cavalcante, 34, escaped from Chester County Prison on Thursday days after he was sentenced to life without parole for stabbing his 33-year-old ex-girlfriend Deborah Brandão to death. The killer attacked Brandão in Schuylkill Township, back in August 2021, in front of her two children, who were just seven and three years old. He is also wanted for a murder in 2017 in Brazil. Following his prison escape and huge manhunt to find him, the search has been reduced down to a two-mile radius of a heavily wooded area in Pocopsen Township, Chester County, where Cavalcante is believed to be currently hiding. On Monday, law enforcement resorted to a new tactic of blasting a message from his mother, speaking in Portuguese, into his hiding place from police helicopters and patrol cars. Robert Clark, supervisory deputy US Marshal for the Easter District of Pennsylvania spoke at a conference on Monday afternoon, explaining why these tactics were being deployed. “As desperate as he is, maybe he has a change of thought and hears his mother telling him to surrender, and his family cares about him,” Mr Clark said. “Perhaps this is what puts him over the edge where we can get a peaceful surrender.” While Mr Clark did not confirm the exact wording of the message to Cavalcante, he said that that the killer’s mother was urging him to turn himself into authorities. “She’s just encouraging that his family loves him, and that she wants him to surrender. And that’s what our hope is as well,” he said. The new tactic comes as District Attorney Deb Ryan announced in a press briefing on Monday that the Pennsylvania State Police were taking over the investigation and search for Cavalcante. “The goal right now is to find and capture this dangerous fugitive. We are doing everything in our power to get this guy,” said DA Ryan. Since the manhunt started, there have been four credible sightings of the escaped inmate. Cavalcante has been seen at the intersection of Routes 926 and 52, north on Route 52 to Parkersville Road, southeast to Route 926 and west to the intersection of Routes 926 and 52 in Pocopson Township, police said. There have also been two reported burglaries in the area that police have investigated, but these are not currently confirmed to be linked to the escaped prisoner. However, Lt Colonel George Bivens of the Pennsylvania State Police said on Monday that the incidents “are of interest to us”. Lt Col Bivens was the last person to spot Cavalcante on Sunday afternoon. From now on, he said authorities plan to use “stress” tactics, such as sharing his mother’s message, to help find him. “I intend to stress him. I want to push him hard. He’ll make mistakes,” he said. “He’ll show himself. He’s already shown himself, we believe, a few times.” Cavalcante is described as a 5 foot Brazilian man with light complexion, shaggy, black curly hair and brown eyes. After his escape, he was seen wearing a light-coloured shirt, pants, and white sneakers. He was also carrying a backpack, but police said they are unsure when or where he obtained the bag. Law enforcement teams, including the US Marshals, SWAT, local, state, and other federal agencies, have joined the search to find him. Authorities are also offering a $10,000 reward for information that leads to Cavalcante’s arrest. The public is urged not to approach Cavalcante if they see him, as he is considered dangerous. His escape comes after another prisoner escaped from Chester County prison earlier this year. “The prison is very aware of whatever vulnerabilities they had, and they have made efforts to correct those vulnerabilities,” the district attorney said. In her closing arguments on behalf of writer E Jean Carroll, lawyer Roberta Kaplan told the jury: “You saw for yourself. E Jean Carroll wasn’t hiding anything.” Ms Kaplan called Ms Carroll’s testimony “credible,” “consistent,” and “powerful,” according to Law & Crime. During his video deposition in October last year, Mr Trump mixed up Ms Carroll and his then-wife Marla Maples. Ms Kaplan said, “Mr Trump pointed to Ms Carroll, the woman he supposedly said was not his type”. “He only corrected himself when his own lawyer” corrected him, she added. Mr Trump “did [what] he always does” when caught, Ms Kaplan said. “He made up an excuse,” claiming that it was “blurry,” the lawyer added. Referencing the Access Hollywood tape, Ms Kaplan said, “He grabbed her, using his words, ‘by the p****.’” “He didn’t even bother to show up in person,” Ms Kaplan said about Mr Trump choosing not to attend the trial. “In a very real sense, Trump is a witness against himself,” the attorney said about Mr Trump’s video deposition. She said Mr Trump “knows what he did. He knows he sexually assaulted E Jean Carroll”. Ms Kaplan laid out a timeline of the alleged attack during her closing argument, saying that it happened while Ms Carroll was hosting Ask E Jean on America’s Talking between 1994 and 1996. America’s Talking was run by Roger Ailes, who later served as the CEO and chairman of Fox News before he was ousted following a series of sexual misconduct allegations against him. Ms Kaplan noted that at the time of the alleged rape by Mr Trump, Ms Carroll was wearing a wool dress with tights, but she wasn’t wearing a coat, indicating what kind of weather there was on that day, according to Law & Crime. Ms Carroll said that it must have taken place after her friend Lisa Birnbach had published her story on Mar-a-Lago, published in February of 1996. The writer said she thinks it happened on a Thursday as the department store was open late. “She was trying to come to grips with the fact that she was being attacked,” Ms Kaplan said during her closing argument on Monday. The lawyer noted that her client remembers the attack in “great detail”. Ms Kaplan spoke to the jury about why they showed Mr Ailes’s interview with Donald Trump from the 1990s. She said that Mr Ailes’s talk show on the shortlived cable news network America’s Talking was recorded in the same building, and broadcast on the same network, as Ms Carroll’s programme on the channel – Ask E Jean. Ms Kaplan noted that Mr Trump would have seen the end of Ms Carroll’s programme if he watched his appearance on Mr Ailes’s show unless he changed the channel the exact right moment. The attorney for Ms Carroll noted that a former executive at the Berghof Goodman said that there weren’t many people in the lingerie department on Thursday nights, particularly in the early spring. Regarding Ms Carroll telling Mr Trump to tell on the lingerie, Ms Kaplan said, “I think we understand what was happening. This was a combination of humour and flirting,” according to Law & Crime. “It was a joke. Ms Carroll could see the joke in her mind’s eye,” Ms Kaplan added. “The point was that it was funny.” Speaking about what Mr Trump is alleged to have done to the writer, Ms Kaplan said, “He grabbed her by the p****, or vagina — I’m sorry for my language”.
