Taoiseach Leo Varadkar has said he does not think the Irish government would offer condolences to Russia in the event of Vladimir Putin’s death. Mr Varadkar was responding to a question relating to Ireland’s historical foreign policy. He said he did not believe an Irish delegation would be present at the Russian president’s funeral. The hypothetical situation relates to events almost 80 years ago. The Irish government adhered to a strict policy of neutrality throughout the Second World War. However, then-taoiseach and minister for external affairs Eamon de Valera sparked outrage among the international community when he expressed condolences to Germany’s Irish minister Eduard Hempel following Adolf Hitler’s death by suicide in 1945. The event caused significant reputational damage to Mr de Valera and the state, and is regarded as an important moment in the history of Irish neutrality. While Ireland insists it continues to employ a policy of neutrality, senior government ministers say this relates to being militarily neutral rather than being politically neutral. Last week, Mr Varadkar pledged to stand with Ukraine for as long as it takes when he visited Ukrainian President Volodymyr Zelensky in Kyiv. He also announced millions of euro in additional funding for humanitarian aid to Ukraine. Following the trip, the taoiseach was questioned about Mr de Valera’s actions following the death of Hitler. Asked by reporters if Ireland would offer a similar condolence to Russia in the event of Mr Putin’s death, Mr Varadkar said: “I don’t think so.” Briefly pausing to consider the theoretical event, he added: “It’s a good question, I hadn’t thought of it before.” Mr Varadkar, who was banned from travelling to Russia last year, concluded: “I wouldn’t imagine we’d be represented at the funeral.” In November, the Kremlin said it was placing 52 “key representatives” from Ireland on a sanctions list for expressing what it claimed was Russophobic sentiment. Pennsylvania authorities have been forced to expand the search perimeter in their manhunt for escaped convict Danelo Cavalcante after he stole a transit van and drove to the homes of former associates. Cavalcante, 34, remains on the run more than 10 days after he escaped from Chester County Prison on 31 August. Pennsylvania State Police are facing growing scrutiny after it was confirmed on Sunday that Cavalcante had managed, yet again, to sneak past the search perimeter. Lt Col George Bivens said that the fugitive stole a van from a dairy farm near Longwood Gardens botanical park, where the search was initially focused and a 10-mile perimeter had been established. Cavalcante used the van to travel to Phoenixville, a town roughly 20 miles away from Chester County Prison and 25 miles away from the botanical garden. In Phoenixville, Cavalcante visited the home of two former associates. Around 9.50pm on Saturday, he knocked on the door of a former coworker who was not home and later alerted authorities when he reviewed his doorbell camera footage. Fifteen minutes later, Cavalcante showed up at the home of another individual and law enforcement was eventually notified of the incident. The stolen van was then discovered by law enforcement in a field behind a barn in East Nantmeal Township on Sunday morning. Lt Col Bivens said he believed Cavalcante abandoned the vehicle at least in part because it was low on fuel. Authorities are concerned that he would attempt to obtain another vehicle or has already done so. Doorbell video images showed Cavalcante to be now clean-shaven and wearing a green hooded sweatshirt, black baseball cap, green prison pants and white shoes. The manhunt has been repeatedly expanded as Cavalcante has managed to elude hundreds of law enforcement officers for more than a week. Mr Bivens said that some underground tunnels and “very large drainage ditches” made it very difficult to completely secure the search area. “No perimeter is 100 per cent secure. We do the best we can. Most times we’re able to secure it adequately,” Mr Bivens said on Sunday. “You couple that with weather, aviation being down during the night ... No excuses, we took over the responsibility and we [are giving it] an exceptionally good effort.” Mr Bivens asked Chester County residents to be vigilant and make sure they do not leave their keys inside their vehicles as Cavalcante will “undoubtedly take any opportunity to aid himself”. State police also confirmed on Sunday that Cavalcante’s sister Eleni Cavalcante was arrested by ICE over “some immigration issues”. Mr Bivens refused to comment on whether she is believed to have aided Cavalcante. Police had been planning to use close to 600 personnel Monday for “one massive sweep” of the search area, Mr Bivens said. “He’s very determined, we are even more determined. He will be held to justice and we are going to bring him back into custody,” Mr Bivens added. Cavalcante escaped while awaiting transfer to state prison. Last month, he was convicted for the April 2021 murder of his former girlfriend Deborah Brandao and sentenced to life in prison. US Marshalls, the FBI, and SWAT teams have joined the full-scale search for Cavalcante. Police had been planning to use close to 600 personnel Monday for “one massive sweep” of the search area, Mr Bivens said. Local and federal police and the state’s Crime Stoppers have offered a combined $20,000 reward for information that leads to Cavalcante’s capture. Authorities have warned the public that Cavalcante is believed to be “extremely dangerous” and have asked anyone who comes in contact with him to immediately call 911. Cavalcante climbed up a wall by crab-walking up from the recreation yard, climbing over razor wire and then running across a roof before jumping to the ground — the same method an inmate used in May before he was captured within minutes. Cavalcante’s escape went undetected for more than an hour until guards took a headcount. The jailbreak is being investigated by the state’s attorney’s office and a prison tower guard who failed to report it has already been fired. It's Halloween season and while some might believe they have a haunted house, a charity has warned it is more likely that the ghastly goings-on are actually to do with dangerous electrical faults. Experts are warning that typical experiences associated with haunted houses could present a much more scary reality, leaving your home exposed to a fire. Flickering lights and green slime oozing from the walls may sound like a scene from an Alfred Hitchcock movie but are far more likely to be explained by electrical faults linked to wiring, than any ghoulish ghost. “We’re all familiar with scenes in horror movies where the lights constantly flicker and trip,” explained Richard Harvey, electrical installation safety engineer at Electrical Safety First. “But the reality is far more scary than any ghost. Flickering lights or bulbs that keep blowing are likely caused by a loose connection in your wiring rather than the supernatural.” Green slime oozing from plug sockets is also a warning to look out for this spooky season. “A green goo-like substance oozing from your plug sockets is far more likely to be linked to deteriorating wiring than a mutant invasion,” Harvey added. “When green goo appears, it can adversely affect protective components within your socket and leave you exposed to risk of electric shock in the future. It is mostly seen in wiring predating 1960 and is a chemical reaction between the plastic and copper.” The consequences of faulty electrics can be far more frightening than a property plagued by the paranormal, leaving your home exposed to fire and those living in it at serious risk. “A far more effective way of tackling these ghostly signs isn’t to call the Ghostbusters,” Harvey noted. “A competent and registered electrician will be able to rid your home of any potentially dangerous electrical faults to ensure your property is safe.” Blood-curdling fines of up to £30,000 may be issued to private landlords in England who do not ensure their property is inspected once every five years under legislation introduced in 2021. Living in an unsafe home can be far more frightening than any horror film. Whilst most landlords provide good and safe accommodation for renters, rogue landlords face hefty fines if they actively neglect to comply with the laws. Electrical Safety First recommends using a competent and registered electrician to undertake an electrical safety inspection on your property. Landlords and households can find a registered electrician using the charity’s Find an Electrician tool. Households are also warned to be aware of a change of smell in the home. Whilst movies associate unusual smells including sulphur, with ghostly goings on, strong smells, similar to that of fish, could be burning plastic on plug sockets. Six signs your house is haunted by dodgy electrics Lights that continue to blow or flicker – If you’re constantly finding yourself in the dark, there is a possibility a loose connection is at fault rather than a ghost. An unpleasant smell similar to fish – Whilst unpleasant smells such as sulphur are often associated with hauntings, an unwelcome smell, similar to fish, can often be associated with the burning smell of sockets or plastic. Don’t overlook it, report it immediately to your landlord. Green goo oozing from the sockets – Unlikely a mutant invasion and more likely a chemical reaction linked to old wiring that can adversely affect protective components in your sockets. Yellow sockets – If your plug sockets are yellowing or discolouring in any way, this could be a sign of overheating and a possible risk of fire waiting to happen. Cracked or broken sockets and switches – Whilst this may seem like a small inconvenience, it is often indicative that the property has not been checked and further much bigger faults could be present. The electricity keeps tripping – If your electrics continue to trip the reality is far more concerning than the paranormal. Tripping electrics are an indicator that your circuits are overloaded or that the wiring in the property is deteriorating.
